Site Setup Checklist: Fencing, Toilets & Access for Sydney Builds

You've got a demolition or build starting Monday. What has to be on site day one? This is the checklist we run through with builders every week — the real minimum for a Sydney site under NSW WHS, council DCPs and standard head-contractor obligations. Skip any of these and you'll have an inspector on site by day two.

The Day-One Checklist (Every Sydney Site)

• ☐ Perimeter fencing — 2.1m temporary fencing or DA-mandated hoarding, closed and locked
• ☐ Portable toilet — minimum 1 unit per 15 workers, delivered before crews start
• ☐ Site signage — principal contractor, licence number, emergency contact, hours of work
• ☐ Silt / sediment fencing — on the downhill side of the site, per NSW Blue Book
• ☐ Stabilised vehicle entry — rocked pad or shaker grid to stop mud on the street
• ☐ Neighbour notifications — letters delivered 5–7 days before works start
• ☐ SafeWork NSW notifications — asbestos (5+ working days), demolition (7 days), where applicable
• ☐ Service disconnection certificates — power, water, gas confirmed done
• ☐ Insurance certificates — public liability, workers comp, plant on site
• ☐ SWMS & site induction pack — for every worker walking on

1. Perimeter Fencing — What Sydney Actually Requires

Under NSW WHS Regulation 2017, every construction and demolition site must have a secure perimeter that prevents unauthorised access. In practice that means one of three things:

2.1m temporary mesh fencing	Standard build/demo on private land, fence line stays on your own boundary	Same/next day
Class A hoarding (solid)	Site fronts a public footpath, no overhead work	2–4 weeks (council permit)
Class B hoarding (gantry)	Work happening above a public footpath	4–8 weeks (engineered)

The vast majority of Sydney residential and light-commercial jobs are covered by 2.1m mesh temp fencing — see our Temporary Fencing page for details. If your DA specifies "hoarding" without qualifying it, read the condition carefully or ring the council duty planner — the jump to Class A hoarding is 3–5× the cost. How many panels? Perimeter (metres) ÷ 2.4 = number of panels. Add 10% for gates and joins. Full formula and worked examples in the panel count guide.

Fencing gotchas we see weekly

• Fence delivered a day late because the builder assumed same-day was automatic — always confirm 48 hours ahead
• Fence set up on the footpath without a council permit — inspector notice within 24 hours
• Not enough panels ordered — crew waiting while extras arrive
• No lockable gates specified — site left open overnight, insurance issue if anything walks

2. Portable Toilets — NSW WHS Rules

NSW WHS Regulation 2017 Clause 41 requires "adequate and accessible" toilet facilities on every workplace. Model Code of Practice (Managing the Work Environment and Facilities) gives the specific ratios:

• 1 toilet per 15 workers where jobs are less than a week
• 1 per 10 workers on longer jobs
• Separate facilities for female workers where practicable, mandatory above certain crew sizes
• Serviced at minimum weekly, more often on high-use sites

Placement rules

• Within 75m of the work area (walking distance)
• On solid, level ground — a truck needs to service it weekly
• Not blocking site access, emergency exits or crane swing zones
• Reasonably screened from public view and neighbouring properties

3. Site Signage — What Council & SafeWork Want to See

Every Sydney construction site must display a compliant sign that includes:

• Principal contractor name
• NSW builder / demolition / relevant licence number
• 24-hour emergency contact number
• Approved hours of work (per DA condition or council standard hours)
• "Construction site — no unauthorised entry" warning

On demolition sites add asbestos warning signage per SafeWork NSW code. Traffic management signage (RMS-compliant) is required if any work affects the road or footpath.

4. Silt, Sediment & Erosion Controls

Under NSW's Managing Urban Stormwater: Soils and Construction ("The Blue Book"), every site over 250m² needs sediment controls before earthworks start. Standard setup:

• Silt fencing on the downhill perimeter
• Stabilised site entry (rocked pad or shaker grid, 15m×3m typical)
• Stockpile bunding — silt fence or straw bales around soil heaps
• Gutter protection — inlet socks on any street gutters near truck loading

Sydney Water and every council patrol for this. Fines start around $1,500 for a first offence and go to $8,000+ for repeat.

5. Vehicle & Site Access

Plan access before the first truck rolls in. The order of operations:

1. Confirm approved hours of work with the DA / CDC
2. Identify the truck route to site (weight limits, low bridges, no-through streets)
3. Install stabilised entry pad
4. Set gate location for maximum manoeuvring room
5. Order traffic management if any part of the operation blocks a lane or footpath
6. Notify neighbours of expected truck movements

On tight inner-city sites — Newtown, Surry Hills, Balmain — this often means one-way in/out with a spotter on the street. On suburban sites it's usually straightforward but confirm crane pad sightlines if a crane is coming in.

6. Neighbour Notifications

Not always a legal requirement, but always a smart one. Deliver a plain letter 5–7 days before works start listing:

• Site address and expected start / end dates
• Hours of work
• Contractor name and 24-hour contact
• What kind of works (demo, excavation, framing, etc)
• Peak noise days (usually demo week and slab pour)

Neighbours who feel informed complain to the builder. Neighbours who feel ignored complain to council. Every complaint to council is a potential stop-work order. Cheap insurance.

7. Bundling — the Efficient Way

Every Sydney site needs at least fencing and a toilet. Ordering them separately from two suppliers means two deliveries, two invoices, and two people to chase if something goes wrong. 9. The Cost of Doing It Wrong

• Site open overnight (no fencing): insurance void if anything happens, plus WHS breach $3,000–$15,000
• No portable toilet: WHS improvement notice, potential stop-work
• No silt controls: $1,500 first offence, up to $8,000 repeat
• Fence on footpath without permit: council removal notice within 24–48 hours
• No compliant signage: improvement notice, must comply within 48 hours
